I'd wondered myself whether those item mods affect spell-based conditions myself.
I'd also come up with a simple test for it I have yet to try.
Virulence at 9 death = 10 seconds of Disease, Poison, and Weakness.
The mods extend duration by 33%, if GWonline.net is accurate.
That provides 2 checks in one.
Let's say you tried the Heavy mod.
If it works, you're looking for 10 seconds disease, 10 seconds poison, and 13 seconds weakness. Not only can you time the effect manually, you can also stare at the enemy's life bar. Assuming you have nobody else inflicting conditions on your target, you'd see the condition arrow still on the target, but the life bar would return to being red from greenish (Poison and Disease visual effect).
Same goes for Poisoner's. You'd see the weakness visual effect vanish, the white circular smoke around them, but their health bar would still be tinged green, and the degeneration rate would slow down to half speed. (Disease would end.)
And if it does not happen, then the answer becomes clear.
